Suppose there are some naughty kid that are playing with eachother in the room, they nudge eachother and wrestle and climb (?) on eachother! I want to tell them stop!" Which verb should I use? "Hey kids! Stop ...?" (Like these baby elephants in the picture!)

Or even there is a large crowd for example; some refugees and they rush to take the gifts, what is the verb for describing this like you see in the 2nd picture?
