Normally I see something saythings written this way :

Developed byby Joe Doe

butBut I have also seen instances where it says:

Developed byby Company Inc.

Now, I know it doesn't make sense to say:

Developed atat Joe Doe

But I have sometimes seen somethingit say:

Developed atat Company Inc.

What's the difference between saying something was developed by a placedeveloped by a place versus saying that something was developed at a place.developed at a place?

Is there even aany difference between those? 

My initial assumption iswas that maybe someone who isn't part of Company Inc. used their facilities and did their development there, but now I'm not sure.
