"If he saw that he should act" or "If he sees that he should act"
If he saw that he should act immediately should be correct. There are 3 types of conditional sentences, and the first example you put falls under the second type.

Is "having have been" / "having have eaten" grammatically correct? Is it a verb tense?
I don't think these are correct. Having have been would only be correct if the word having is a possession, for example: The dreams I've been having have been about how ...
