"A new pair of" or "A pair of new"

Shoes or pants or scissors. I can't find which one it should be I've seen some debate about it.

"A new pair of shoes". Could imply that the shoes were previously in another pair.

But on the other hand why would one if it's a pair of shoes have to state that both shoes are new when saying: "a pair of new shoes".

What is correct or doesn't it matter??
