As there are already two votes for closing this question, I had better post something. I will now illustrate why this question is not general reference and why the answer cannot be found in Wikipedia. In addition, I hope to explain why I believe this question deserves some attention. Please consider this Ngram chart which I have plotted with the phrases: he waffled on, he waffled and, and never waffled

The Ngram chart seems to suggest that the verbal form, waffle, did not pre-exist before 1958. I find the results of this chart nothing short of astounding. Does this mean the BrEng and AmEng usage of this term, in its verbal form, began only in the late 1950s?
