pharaoh was thought he was devine

The funerals of Egyptian rulers were spectacular – while in Mesopotamia kings were regarded as the servants of the gods, in Egypt the pharaoh was thought he was divine.

One of the highlighted parts is supposed to be incorrect. It is the last one ("he was"). Can you explain to me why? Is is so because there suits gerund in that part of the sentence?
