I think a strict antonym of "Crying Wolf" is someone who is right but not believed, rather than believed but not right, but your question wants someone who is believed.

Can one ever say for certain a word does not exist?
Are those words from Gene Wolfe really made up? In "Words Weird and Wonderful" (from "Castle of the Otter" and also in "Castle of Days") he says of "Shadow Of the Torturer" "all the words are real". In an appendix to SotT he says "I might have easily saved myself ... labor by [using] invented terms; in no case have I done so"
