Can one say that a collection of books has a program for children? No. So even a small neighborhood branch library is not just a collection of books, though it almost surely has one. My home library, on the other hand, is just a collection of books. It doesn't "have" a collection of books. So a library can just be a collection of books, but it is not at all "strange" for it to have a collection of books. Usually when people say "library" they mean the latter kind of library.

Aug 9, 2022 at 12:57 comment added Mitch @WeatherVane Yes, I'm starting to realize that. The canonical idea of a library (the first thing you think of) is that the library -is- a collection. But if you know the context of say a large library with special parts, then 'had' is surely fine. (and really it is not that bad for a plain library, it just sounded a little off to me and that was the explanation I found).

And while the replaced version 'The library was a collection...' is right, it sounds tautological ... well this is getting into style choice and opinion about what sounds best, which I can't really tell.
