I agree with Kate ( Choice #2 is correct ). Number 3 is also acceptable, but not quite as accurate.

Which one to use, into or onto?
He's "onto" - stresses the fact that he has "moved on" (changed course...and is moving in a different direction).
He's "into" simply says that he is doing something different.

I would suggest a better way to express your idea would be: "I can empathize with their situation." or "I have empathy with this group...based on x, y, z."
