What is the origin of “shh”?

We've all been told to be quiet with a stern "shh!" But where does it come from? And when did it enter popular usage? Is is universal or specific to English?

Coincidentally, it sounds like white noise from a radio or television. Did it possibly originate around the introduction of either?
