Is it just me, or does the plural form of "threat" in this sentence not sound natural?

People working in the army or the police force must not become threats to public safety.

"People" can be thought of as plural (ie multiple persons) so the "threat" can be plural. It would be equally correct and natural to consider "People working in the army or the police force" as one single NP and therefore use "a threat". PS your opening sentence doesn't sound natural: instead of "doesn't", use "not", or replace the last 3 words with "sound unnatural". Commented Sep 5 at 4:47
