Is the set of subsidies exactly the same as the set of things that subsidise?

Put another way: can there exist something that subsidises that is not a subsidy?

    Yes - I think we are more willing to use the verb for something that is not strictly speaking a subsidy but has the same effect, although we might well add a qualifier like effectively, as in the retail business is effectively subsidised by the design business. I don't think those definitions are very accurate, BTW. – Minty Jun 20 at 5:27
