I am confident that time-consuming should be hyphenated when immediately preceding a noun:

It can be a time-consuming process.

That said, should the hyphen remain when the adjective is placed later using "is" or similar?

The process is potentially time-consuming.

This forum post suggests a lack of hyphen when the adjective comes later. Is this correct?
