Is there a word or phrase that would describe a person who collects and sells information (possibly some dirt) about other people? I'm not talking about selling data to organisations, more of collecting useful info and then providing it to other individuals for a fee.

Spying, is the act of obtaining secret or confidential information without the permission of the holder of the information. The person who provide this service for fee is called private detective.

We might call them an "information broker". In the real world it's usually a person who gathers information from public records, but it's common to use the term in fiction for people who deal in difficult to acquire information.
