Do I serve a webpage on or at a web link?

For example:

Serving test.txt at https://my.site/test.txt

or should it be:

Serving test.txt on https://my.site/test.txt

Given the common use of (web) "address" as a term to describe Uniform Resource Locators (URLs) I'd suggest that the former is correct in the same way you'd say "I'm having a party at the following address (...)" for a physical location.
