Does it mean neither a muslim nor a pakistani anymore? Or it means muslim and ex pakistani. I will be very thankfull if you people kindly elaborate this for me.

It means someone who is from Pakistan who formerly subscribed to the religion of Islam. If you were to say "ex-Muslim, ex-Pakistani," it would indicate that the person had left both Islam and Pakistani citizenship behind.
