This is a compound sentence connect by the conjunction 'and'. The first part is in passive voice and the second part in active voice.

"Your proposal was objected to and everyone laughed at you" can be made in active voice as: Everyone objected to your proposal and laughed at you.

Your proposal was objected to, and you were laughed at by everyone. Now this is in one voice. Otherwise it has a mix of both.
