The whole time while I have been learning English I can't understand. WHEN DO WE USE PAST SIMPLE AND WHEN DO WE MUST USE PRESENT PERFECTWhen do we use past simple and when do we use present perfect tense?

I think I must use Present Perfectpresent perfect because I don't have any hint which connects us with a time or place. Or

I was near the river.

If I was near the river. I have been near the river. I, I can say sothe above sentence only when I have never been here before and it's my first experience to be here?
