In the case of the name being The 1020 "the" isn't exactly an article, not in the same way that "the" is an article in the Queen of England . It would likely entail capitalization as part of a proper noun; i.e. it would be incorrect to not capitalize 'the' in the name of the musical band The Four Tops.
