(Excuse the bad punctuation. Cell phone keyboards are not great for this. ) In the second case, it could be argued that it could be both meanings but I was presenting it as I could ask my father or mother, mother is busy so it's equally good to ask father.

If you're saying "It's in my father's study and it would be just as well to ask his permission to get it" - then it would be equivalent to "It's a good thing." If you're saying "It's in my parents study but my mother is busy so it's just as well to ask my father's permission" then it's in the "equally well" category.
