@Bob: It is not at all obvious to me that the sentence refers to more than 1.000 one-gallon-container of paint. The statement would still hold for me, even if they sold more than 4.000 one-quart-container, more than 500 two-gallon-containers or a single container with 1.001 gallons of paint.

Roaring Fish: In all your examples here, the countable plural of the measure unit (many gallons, many liters) controls the grammatical number and requires the "are" form. This is not the the case in "1.000 gallons of paint ...".
