That's interesting -- I don't think I've previously encountered "second last" either (although now that I'm googling it, I'm seeing both "second-last" and "second from last"). "Second to last" does seem like an exception, though, in the sense that for other comparatives/superlatives, I wouldn't use a "to" (e.g. second best, second happiest, second loudest, second most expensive, second cheapest).
