It is referring to the sort of uncleanliness of the city. Crime is of course referring to criminal acts such as an SUV being stolen, and grime refers to how grimy, or dirty the city is. The expression is commonly used to express the worst of certain places as all cities have these things just in varying amounts. Hope this makes sense to you! |
