From a link for rain boots,

Whole sizes emdash; half size buy next size up

I am not sure what it means. Wikipedia says em dash is a version of dash, a punctuation mark.

It doesn’t make sense in the description of the rain boots. So I wonder what emdash means in the quote?

It means they didn’t write their HTML right. They intended to have an — there so they would get a proper em dash, “—”, but they fat-fingered the ampersand.
