Let's say I have an app and it is under development, not yet to be released.

What's the best adjective (or phrase) to describe an app like that?

The first two words that came to my mind are constructing, developing.

But I found it awkward to use them.

You are looking for the phrase you have just used yourself: "under development". And of course the app itself is not constructing or developing anything, so you can't say that. – RegDwighт May 21 '12 at 18:30
