I am writing a formal letter and want to say "I am following up with you regarding..." but I need to say it more formally.

+1 for "Further to...", which I consider to be the archetypal introduction in formal written correspondence, for such contexts. – FumbleFingers Aug 30 '11 at 18:20

I like the succinctness of "In reference to XYZ."

Respond is a good word here:

I am responding to you regarding...

I would also recommend the third option in user11761's answer:

Further to our correspondence on...

You're assuming that "follow up" is an informal term, but I don't believe it is. I think it is perfectly proper to use it in a formal letter.

Agree that follow up is sufficiently formal. I've been practicing law for 30+ years, and at times I feel "follow up" is a bit inelegant, but it clearly expresses my intent, and I'm hard pressed to identify an alternative that expresses that intent with more clarity or elegance.
